Coverage truth
The taxonomy is broader than the current data.
The model covers fifteen strategic domains. The current asset register is concentrated in transport, while energy is primarily represented by projects and source features. Other domains have an authoritative acquisition plan but are not presented as populated asset registers.

Each domain is measured across taxonomy, authoritative sources, ingested context, asset identities, operational attributes and dependency evidence. A source plan is visible, but never counted as ingested data.

Interpretation
Coverage has several independent dimensions.
A domain can have an official source and still lack resolved assets. It can have assets and still lack capacity, ownership, current status or dependencies. The six indicators on each card show these differences directly.

Gate 10.5 classifies each input as confirmed, analyst-supplied or unresolved. It calculates capacity balances only from explicit commensurable values and never treats adjacency as substitution.

Identity, evidence coverage, explicit-input calculations and the immutable trace are reproducible. Cascading effects, engineering feasibility, rerouting capacity and legal availability remain undetermined unless the necessary evidence is present. Context relations are not recommendations.
